Providing a family-like environment to 2 crore children without adequate parental care in India can help curb the menace, as it’s mainly the socially deprived children who are used as a carrier for the life-threatening drugs. Over 80 per cent of harm reduction and treatment programmes in the country is undertaken by non-governmental organizations and of the 2,271 NGOs active in the field, 37% are involved in prevention programmes, 56 per cent in treatment, and 7% in harm reduction as quoted by United Nations International Drug Control Programme.
